I am now using cawf for formatting manual pages. I edited my /etc/man.conf to replace "/usr/bin/nroff -msafer" with "/usr/pkg/bin/cawf". And I made it so it used the man directories before the cat directories. There are some errors and it doesn't format great, but it will remind me to work on this.

The groff package installs a custom ${PREFIX}/share/groff/site-tmac/mdoc.local file. It has hard-coded "NetBSD" for volume-operating-system and operating-system definitions.
