Need cons25 TERM type for Linux. I copied the couple entries for cons25 related to a Linux box and then ran:

export TERM=cons25
export TERMINFO=~/.terminfo
tic cons25.termcap

And I had some new files that appeared to work for me.

.terminfo/c/cons25w
.terminfo/c/cons25
.terminfo/c/cons25-m
.terminfo/a/ansiw
.terminfo/a/ansis
.terminfo/a/ansis-mono

(But arrow keys now working in vi.)
