pkg_admin code has "delete" (or "del") and "add" options when PKGDB_DEBUG is defined; they are for removing or adding a single key from or to the pkgdb.

Submitted diff for pkg_install so pkg_add could upgrade without pkg_delete'ing first. The old way becomes the -r switch. Send-pr: pkg/21095: pkg_add upgrade in place (diff included).

Submitted sysutils/file to pkgsrc-wip as asked by cjep in regards to my PR pkg/20774. (Added to real pkgsrc on 13/Apr/2003.)
