Used apt-get to get new apache security updates. It asked:

The cgi-bin ScriptAlias specifed in srm.conf is non-standard.  Fix? [Y/n]

I said Yes, then I set it back. The new srm.conf had bad DocumentRoot so apache couldn't be restarted. So I copied the backed up srm.conf.0 back in place and it worked.
